The simple case

How selling without a title works.

I file the REG 227 with you.

The pink slip is just the paper. The real question is whether you legally own the car, and that has a fix. I bring the California DMV REG 227, the Application for Replacement or Transfer of Title, and fill it out with you at your door. The duplicate-title fee is $28. This is the same form the DMV uses to issue you a replacement title.

I verify ownership and confirm no lien or fraud.

I check that you are the registered owner and that the car is clear. No unresolved lien, no fraud issue. This is the one step I can't skip, and it protects both of us. I'm a licensed California dealer, so I handle the release of liability and the odometer disclosure too. As the seller, you also file the REG 138 Notice of Transfer and Release of Liability within 5 days.

The honest limit

When it's more complicated.

Most no-title sales are straightforward. A few situations need a quick phone call first to sort out whether we can do it, and how.

A missing co-owner.

If another name is on the title and that person is unreachable or the ownership is disputed, both owners usually have to sign. That's a call, not a dead end. Tell me the situation and I'll tell you honestly what it takes.

An active lien.

If a lender still holds a lien, they have to release it before the title can transfer. Call me with your payoff amount and lender info, and we'll work out whether the payoff plus my offer lines up. I do this all the time.

You're not the registered owner.

If your name isn't on the registration yet, we need a clean chain of ownership, usually bills of sale and prior paperwork tying the car to you. If the trail is clean, we can usually still make it work.

Can I sell a car without the title in California?+
Yes. In California you can sell a car without the paper title as long as you can prove you are the legal owner. The fix is a duplicate title. I'm a licensed California dealer, and I file the REG 227 (Application for Replacement or Transfer of Title) with you at your door. As long as your documentation is correct and there is no lien or fraud issue, we can still complete the sale.
Can you really pay before the duplicate title arrives?+
Yes, in most cases. If all the documentation checks out and no fraudulent activity is found, I can pay you the same day, cash or same-day check, before the replacement title comes back from the DMV by mail. What is the REG 227 and what does it cost?+

How long does the duplicate title take to arrive?+
The replacement title from the California DMV usually takes a few weeks to arrive by mail. The good news is you don't have to wait for it. Once we file the REG 227 and the paperwork checks out, I can pay you the same day. The new title follows later, and by then the car is already handled.
What if there's still a loan or lien on the car?+
If a lender still holds a lien on the car, the lienholder has to release it before the title can transfer. That's true whether or not you have the paper title. Call me with your payoff amount and lender info, and we'll work out whether the payoff plus my offer lines up. I do this all the time.
What if I'm not the only name on the title?+
If there's a co-owner listed, both owners usually have to sign, depending on how the names are joined. If a co-owner is missing, unreachable, or the ownership is disputed, that's a situation we sort out with a phone call first. I'll tell you honestly whether we can do it and what it takes.
